Category field not populating

When I try to create a new case the category field won't populate for the case type.  I have verified in the data base, http://localhost/helpdesk/admCategoryList.asp and viewing the webpage source that the case types do have categories associated to them.  The site just isn't pulling them.  Any suggestion would be great.  Also the category field isn't populateding on the http://localhost/helpdesk/admAssignment.asp page either.

I fixed it.  Some of my categories had "&" in them.  Liberum doesn't like thiese.
