Ive created other users, but they all can only see the issues that they have submitted.
Is there any way to make all the issues visible and able to be edited by any user?

Yes they are.I may be overlooking something very simple here,could you please explain what I have done wrong?
I suspect something is wrong with data base. What type of db are you using sql or access? Have you made any custom changes to the code anywhere?
Im using SQL 2008. The only code I have changed is the base URL in the database Config table. The site couldn't find the User menu, rep menu and log off pages, it kept looking for 'company.com....something'
What version are you using? The reason I ask is I recently setup a helpdesk for a new department and had that same issue with the company .com thing. Turned out I was using a "premodded" version that someone had compiled. Try heading over to the Sourceforge.net and grab an older version. We are running .97 on 3 different desks and they are great and stable. I have yet to get the 1.0 to work with AD/LDAP.

I downloaded .97 from SourceForge. It took me awhile to locate were the asp pages where getting the 'company.com' link from, I tought it must of been the database and I was correct!
So it is working now?
The links to different pages are working fine but my original issue of any Rep user being able to see all the problems that have been entered (by any user) hasn't been solved.
When entering a problem is possible to not have to assign the problem to anyone?
I must be missing something here (end of the work day today) but your REPS cannot view tickets from other REP users ?? So in the REP menu if the REP clicks the "View problems for: " drop down menu and chooses the helpdesk admin (person dishing out tickets) they cannot see any tickets at all? Is there any new error messages now that the linking is working?? The only way I know to view all "OPEN" tickets is to apply the "View All Open Tickets Mod". I had no idea what was going on,so I did a clean install of everything (after the long weekend) and my problem seems to be solved.
I can now assign issues to different users. I suspect I messed something up when I was going through the asp pages and/or the admin area
